Classical Conditioning is one of the best known and effective ways of changing behavior.
Simplified, one can "pair" one thing with another and give the second thing qualities of the first. For example:
Pair" drinking beer" with "being popular"---like most beer commercials do, [which kids will see about 500,000 times before age 17],--

a beer commercial that portrays a bewhiskered slouchman in a mustard-stained t-shirt

Another form of conditioning (Operant conditioning) is simply pairing reward or punishment with behaviors to increase or decrease them. (this is how chickens and pigeons at the fair are trained to play the piano...)
So-- being sexy, dressing sexually, being sexually available:
IF it makes a boy/man spend time with you, if that is the ultimate reward for male-figure-starved little girls, --if it makes mommy happy or friends admire you--the behavior should increase.
